Launching the E-Governance Project





Last week saw the beginning of our implementation of the E-Governance Project funded by the UNDP in Moldova.  Our goals for this project are to increase transparency in local government and to make is easier for citizens to access public records and documents.  To do so, we are filming village council meetings and major local events and putting them on DVDs and later on, the raion's webpage.  We are also scanning documents at the local public administration and will be distributing electronic copies to all who ask, including citizens and local public officials.  We hope this will make it easier for citizens to see what their local government is doing, hold officials to a higher standard of accountability through video evidence, increase redundancy in the storage of public documents by having them in both paper and electronic formats, improve the citizen's user experience with these documents by making it simpler to search through them in an electronic format and enhance access by distributing them through several outlets, including the traditional paper format as well as DVDs and possibly on a future local public administration website.


We first scanned documents at the mayor's office of Climauti de Jos, the village north of us.  We managed to scan all of the 2008 and 2009 mayor's decisions as well as various 2009 forms.  There remains more documents that we did not have sufficient time to work with, so a few more trips will be necessary.  Friday, we began scanning at the mayor's office of Vadul-Rascov.  We scanned all the mayor's decisions from 2003 to 2009.  Again, we did not succeed in scanning all the documents and will have to come back a few more times.  Tomorrow, we will film our first village council meeting.  The topic of the meeting has still not yet been concretized.

Democratie electronica-posibilitate de acces la informatia publica in APL Vadul-Rascov,Climautii de Jos si Consiliul raional Soldanesti.

AO INFO-TERRA realizeaza un nou proiect
In cadru limplementarii proiectului se va deschide accesul liber la deciziile APL din Comunele Vadul-Rascov si Climautii de Jos si Consiliul raional Soldanesti. Vor primi accesul la aceste informatii nu numai beneficiarii ce poseda computatoare dar si majoritatea ce poseda DVD, Centre muzicale etc.
Accesul la informatie si noutati –este principalul obiectiv pentru cetatenii zonei rurale Vadul-Rascov si Climautii de Jos.
Obiectivul General:
-sa imbunatatim accesul electronic pentru informatii si noutati in domeniul politic,guvernamental,local si raional,pentru ca cetatenii raionului Soldanesti, satelor Vadul-Rascov si Climautii de Jos sa devina niste participanti mai constienti si activi in dezvoltare democratiei Moldovei.
Obiective Specifice:
-sa creasca interesul democratic si constiinta satenilor,vom filma toate adunarile consiliului local in timp de 9 luni,avind acces liber la acest film prin DVD-uri;website-ul raionului si transcriere.

-sa elimine dificultatea accesului liber la documentatie si formulare in public si sa imbunatatim eficicienta si responsabilitatea conducerii locale, vom scana toate materialele,indexindu-le la care va fi acces liber prin DVD-uri si arhivarea electronica la oficiul AO INFO-TERRA cu reintoarcere in primarii.
-sa dezvoltam accesul la noutatile Moldovei,vom crea un buletin saptaminal ce va contine informatie rezumata din internet, se va distribui la 400 de case in Vadul-Rascov si Climautii de Jos informatii locale pentru 9 luni.
-sa dezvoltam nivelul de utilizare a computer-ului si Internet in sat, vom deschide oficiul AO INFO-TERRA in fiecare seara /2-3 ore/ in zilele de lucru,pentru accesul gratis a cetatenilor la computer si instruirea computer-ului, lenaturi video cu cetatenii plecati peste hotare, fecori fiici , nepoti prin „Scure”.

Proiect implementat cu suportul financiar PNUD-Moldova la Vadul-Rascov.

FARE Tournament - Anti-Racism Soccer Tournament







Two days ago, we held our annual FARE Anti-Racism Soccer Tournament at the playing field between Vadul-Rascov and Climauti de Jos. As always, we had great participation from the locals. This year, we added an adult match to the tournament, to involve even more people in our event. We handed out an engraved FARE trophy to the winning youth team as well as certificates for individual achievements during the game.
Overall, it was a great day and everyone had fun while promoting the cause of anti-racism in soccer and in the community!

Talent Show Friday Evening at the D. Matcovschi High School










Friday saw the first of a series of youth talent competitions at the local high school. The show was designed to present to our ambitious youth a venue to display their capabilities and to encourage the development of local talent. The amount of participation was impressive and enthusiastic.

A job well done to all the participants, spectators, and especially to the organizers!!!

Trip to Japca Monastery










On Saturday, we took all the participants of our ecological art and literature contest on a field trip to the monastery at Japca. We thought this would be the perfect prize, tying appreciation for nature and the environment with fun. We set off on the old autobus, driving north on bumpity roads from Vadul-Rascov and through Cot and Busca to the village of Japca.

All in all, everyone had a great time!
